RULES & CONSTITUTION OF THE
OFFSHORE MODEL RACING ASSOCIATION 2019
1. NAME & OBJECTIVES
NAME. The name of the Association is the Offshore Model Racing Association (OMRA), and the
insignia of the Association shall be the OMRA logo on all officially published material. The logo
remains the property of the Association and shall not be reproduced without permission from the
1.2 OBJECTIVE. The Association is formed to promote and facilitate the affairs of OMRA, to
stimulate the design and construction of offshore model power boats within the class rules, and to
encourage the running, racing and development of offshore model power boats.
2.1 VOTING. All current members have the right to vote in the affairs of the Association at the
Annual General Meeting, if present. Proxy voting is not permitted.
2.2 HONORARY MEMBERS. The Association, on the recommendation of the Committee, at the
Annual General Meeting, may elect Honorary Members.
2.3 RULES. On applying to join or renew membership to the Association, all individuals undertake
to comply with the rules as published.
2.4 TERMINATION. Any deliberate refusal or neglect to comply with the rules, or any conduct
which is deemed injurious to the aims, interests of the Association, its members and assets, will
render the membership of the individual liable to termination. In this eventuality, the individual will
be asked to resign their membership voluntarily. If an offer of resignation is refused, The
Committee can terminate the membership.
2.4.1 Members who volunteer to resign their membership when requested to do so, may re-apply
for membership to the Association again in the following year, at the discretion of The Committee.
2.4.2 An individual who has had membership compulsorily terminated under Rule 2.4 will be
refused any re-application to the Association for a period no less than 3 years from the end of the
year of expulsion. After this period, any re-application for membership will only be considered at
the discretion of The Committee.
2.5 REFUSAL. The Association reserves the right to refuse membership, without explanation, at
any and all times.
2.6 SUBSCRIPTIONS. There shall be a subscription fee payable on joining and thereafter an
annual renewal on 31st December. Membership fees shall be paid via OMRA’s membership
system. Cash payments are not acceptable.
2.6.1 Membership fees shall be proposed by the committee and voted on by those members
present at the Annual General Meeting.
2.6.2 The renewal fee is a reduced membership fee and is effective up to 31st January. Any
existing member who has not renewed their membership by this date, will by default pay the full
2.7 JUNIORS. A junior member shall be one who is 17 or younger at the time of joining or
2.8 SENIORS. A senior citizen shall be one who is 65 or over at the time of joining or renewing.
2.9 MEMBERSHIP DATA MANAGEMENT. The Association has a legal requirement to comply with
the General Data Protection Regulations. As part of this legal requirement, all members must have
the ability to manage their own information. The OMRA membership system provides this facility
and ensures that OMRA is GDPR compliant. Members are also required to ensure that their data is
accurate and kept up to date via their membership portal and/or when renewing.
2.9.1 When applying for membership, or renewal of membership, all members are given the option
to positively consent to OMRA being able to process their data for the legitimate business
purposes of the Association. This consent is a condition of membership. Should consent to process
membership data be withdrawn during the period of membership, the membership will be
terminated without refund. Full details on how membership information is processed can be found
on the website.
3. OFFICERS OF ASSOCIATION
3.1 OFFICERS. The Officers of the Association shall consist of a Chairman, Secretary and
Treasurer who shall be elected at the Annual General Meeting. They shall form the basis of The
3.2 CANDIDATES. No candidate for election to any Office (other than retiring officers) shall be
proposed unless the name of such candidate and his proposer shall have been sent to the
Secretary two weeks before the Annual General Meeting. Candidates must be present at the AGM.
3.3 CONDUCT. The officers of The Committee will in no way be personally responsible for the
deeds of the Association’s members or any financial actions taken against them. Members are
responsible for their own conduct at all times.
4. THE COMMITTEE
4.1 The Committee shall consist of a minimum quorum of three officers of the Association, elected
at the Annual General Meeting, to hold office until the conclusion of the next Annual General
4.2 ELECTIONS. Candidates for election of The Committee shall be those members of the retiring
committee who shall offer themselves for re-election and any such other members of the
Association whose nominations duly proposed and seconded by a member of the Association in
writing shall have been sent to the Secretary 15 days before the Annual General Meeting.
4.2.1 If the number of candidates duly proposed and seconded exceeds the number of vacancies
to be filled the election shall be by ballot.
4.2.2 In the absence of additional candidates, those retiring officers who are willing to offer
themselves for continuation of office will be automatically re-elected.
4.3 VACANCIES. If a casual vacancy occurs by death or resignation The Committee may co-opt a
member to fill the vacancy.
4.4 SCOPE. The Committee shall manage the affairs of the Association according to the rules and
where necessary shall apply the funds of the Association to the objectives of the Association.
4.5 TREASURER. It shall be the responsibility of the Treasurer to keep a complete and accurate
account of the Association’s finances.
4.6 FEES. Membership fees for The Committee shall be waived in the year of office.
4.7 CO-OPTION. The Committee may co-opt additional members onto The Committee as required
to meet any future issues that may occur during the office of the said committee.
5. RACE COMMITTEE
5.1 RACE COMMITTEE shall be made up of a minimum quorum of six members, and shall be
appointed at the Annual General Meeting. The Race Committee will adjudicate at race meetings
wherever disputes relating to racing matters, rule interpretations, or other matters which arise, are
not clearly covered by the rules. The members appointed to the Race Committee must be regular
participants at race meetings and should be experienced competitors.
5.2 ELECTION. Election shall be by vote at the AGM. Should vacancies arise during the year,
replacements may be co-opted onto the Race Committee following approval by both the Race
Committee and TheCommittee.
6. AUDITOR (Nominated)
6.1 AUDITOR. A member other than an officer or committee member, shall be appointed by The
Committee as Nominated Auditor, whose duties shall be to audit the accounts of the Association.
In the event that he or she is unwilling or unable to act, the committee shall appoint a substitute.
7. GENERAL MEETINGS
7.1 ANNUAL GENERAL MEETING. The AGM shall be held at some place on some day in the
month of October or November and to be confirmed by the Chairman.
7.2 NOTIFICATION. The Secretary shall, at least 30 days before the date of such a meeting, post,
deliver electronically or otherwise communicate to each member, notice of the business to be
brought forward at the AGM.
7.3 GENERAL MEETING. The Committee may, on giving 30 days notice, call a general meeting of
the Association for any specific business, the nature of which shall be stated in the summons
convening the Meeting, wherever possible.
7.3.1 The Committee shall also call a general meeting on the individual written request of 12.5% of
the membership, wherein the members in question must give good cause for convening such a
7.4 VOTING. At a general meeting of the Association, each current member present shall have one
vote, including honorary members. In the case of an equality of votes the Chair shall have the
8. NEW RULES, AMENDMENTS AND ALTERATIONS
8.1 RULE CHANGES. Notice of any alterations or additions to the rules intended to be proposed
by a member of the Association shall be given to the Secretary in writing 7 days before the Annual
General Meeting. Or at least 15 days before any special meeting, at which the same is to be
brought forward. Full particulars of any such proposed alterations or additions shall be set out in
the notice given to the committee.
8.2 VOTING. All such proposed alterations, additions and any amendments to them which may be
proposed, seconded and presented at the meeting, shall be put to the vote of the meeting. The
Proposer and/or the Seconder of any proposal must be present at the AGM for the proposal to be
considered at the AGM. Voting will be conducted on a show of hands, or by ballot if requested, and
decided by a straight majority of those present. No postal or proxy votes.
9.1 ASSETS. Any assets will be divided amongst the current members.
9.2 DEFICIENCIES. Any deficiencies will be borne equally by the current members.
10. GENERAL MODEL SPECIFICATIONS
10.1 CLASSES. Classes are designated by motive power, internal combustion engine size and
type of ignition system used. They are as follows:
A Class 0 - 10cc Glow engine.
B Class 10.01 - 30cc Glow engine.
C Class 0 - 30cc Spark ignition or Glow engine.
D Class 0 - 26cc Spark ignition engine.
E Class 0 - 65cc Spark ignition engine.
X Class Any motive power, engine size and ignition system.
Z Class 0 - 2.0cc Glow engine. Includes Standard, Modified and Catamaran.
10.2 NUMBERING. The OMRA membership race number must be displayed clearly on both sides
of the boat. Numbers shall be at least 75mm high and lettering must be displayed in a bold sans
serif font consisting of either white lettering on a black background or black lettering on a white
background. Consideration must be given as to the positioning of the numbers on the hull so that
spray does not impede vision of the lap scorer. Where the size of the boat does not easily allow
numbers to be easily installed directly onto the hull side, due to the size or shape of the hull, a
number board must be used instead, to the aforementioned specification. Z Class is exempt.
10.2.1 Membership numbers are issued by the Association and remain the property of OMRA at all
10.3 CLASS DESIGNATION. The Class designation letter A, B, C, D, E & X, shall be shown clearly
on the freeboard, close to the boat race number, but not adjacent. The class letter must be a
minimum height of 50mm and be in a visible colour. Z Class is exempt.
10.4 FAILSAFE. A failsafe must be fitted to the throttle channel and be in working order at all times.
10.5 THROTTLE SAFETY MECHANISM. Wherever possible, each boat shall have a throttle
closure safety mechanism, being either spring or electronic, to address the issue of failsafes failing
to cut the throttle in the event of a receiver failure.
10.6 HANDLES. A form of grab handle must be fitted front and rear of all boats and must be clear
of exhausts, outdrives, etc.
10.7 AUTHENTICITY. Models are to represent their full size offshore type counterparts as much as
possible. A scale driver or crew consisting of at least a painted head and shoulders must be fitted
to all boats that have an open cockpit and a representation of windows on closed cockpits.
10.8 EXHAUSTS. No part of an exhaust system shall protrude beyond the transom of a boat other
than th e exhaust tail/stub pipe, up to a maximum of 25mm, and covered in non heat conducting
material. Z Class is exempt.
10.9 DRIVES. Drive systems can be direct or geared, submerged or surface drive.
10.10 CONDITION. Boats must run in a complete state at all times. For example, with tops fitted
unless it has been irreparably damaged or lost during the race.
10.11 NOISE LIMITS. Boats must comply with the noise limit of 80 db or less at 10 metres at all
times. If a driver fails to comply with the noise limit, the driver must remove the boat from the water
immediately. It may be returned to the water after any necessary adjustments to comply with the
noise limit. However, if it still fails to comply, the driver will be immediately disqualified.
10.12 OPERATING FREQUENCIES. Boats can only be operated at OMRA events on legal radio
10.13 TRANSMITTERS. All transmitters must have the proper manufactured end on the tip of the
10.14 HULL SIDE HEIGHT. All boats, excluding specialised designs such as tunnel hulls and ribs,
must have at least 2” of side height. This being the measurement of the maximum distance
between the chine rail and the deck.
10.14.1 Boats designed with rounded or chamfered edges to the deck will have their side height
measured vertically from the chine line to a point halfway round the curve or chamfer. Rounded
decks are not allowed to meet at the chine line directly unless it is a feature of a model of a full size
offshore race boat.
10.15 TURN FINS. Turn fins must conform to a safe profile. They must not be sharpened nor
pointed. If turn fins are to be fitted to any hull, they must be visible when the boat is stationary in
the water. They shall not be installed underneath the hull.
11. MODEL SPECIFICATIONS AND CLASS RESTRICTIONS
11.1 A CLASS.
11.1.1 The glow plug engine must not exceed 10cc in capacity.
11.1.2 Any form of glow engine fuel, with or without nito methane, is permitted.
11.2 B CLASS
11.2.1 The glow plug engine must not be lower than 10.01cc and not higher than 30cc in capacity.
11.2.2 Any form of glow engine fuel, with or without nito methane, is permitted.
11.3 C CLASS
11.3.1 Catamaran hulls only, up to 65” in length are permitted.
11.3.2 Engine size not to exceed 30cc capacity.
11.3.3 May be tuned or untuned.
11.3.4 Any form of liquid fuel is permitted.
11.4 D CLASS
11.4.1 Engine limited to 26cc spark ignition, two stroke petrol only.
11.4.2 Internally standard, unmodified production ‘off-the-shelf’ engines up to 26cc with a single
piece open port cylinder from manufacturers including, but not limited to: Zenoah, RCMK,
CRRC-PRO, Tiger King, SIKK and similar. Modifications or deviations from factory specification of
the piston, cylinder block, crankshaft, crankcase, conrod, and bearings are totally prohibited.
11.4.3 Engines with a separate liner and head button are not permitted in this class, only those
with a single piece open-port cylinder. Standard, internally unaltered versions of the following are
eligible: Zenoah G230PUM, G260PUM and clones. RCMK S254, R254(no longer readily
available), CRRC-Pro GW26i. Tiger King S26 Open Port (S26 EVO is not eligible). SIKK 26cc
Marine(no longer readily available).
11.4.4 RTR boats featuring engines conforming to rule 11.4.2 such as clone Chinese copies of the
above or similar are eligible, but must comply with all OMRA general class regulations.
11.4.5 CMB, Quickdraw, J&G, M&D, B&H Hanson engines are NOT eligible as these are already
deemed to be high performance engines.
11.4.6 Hull length is limited to a maximum length of 64”.
11.4.7 Any make of unmodified carburettor is permitted.
11.4.8 An exhaust of tuned length may be used such as cheap Jonny Chung or Jereome Chinese
styles with a standard header. High performance Quickdraw hot pipes, CMB or any other high
performance pipes from engines banned in the category are prohibited.
11.4.9 External ancillaries to the engine may be substituted or removed providing they have no
known effect on enhancing the performance of the engine. For example, a pull-start substituted for
a pulley start, or an aftermarket spring loaded pull-start which improves useability but not
11.4.10 Scrutineering of engines may take place on a random basis by a person nominated by
either the OOD or the appointed OMRA Technical Officer. Any members entering boats run in this
class found to be in breach of class rules will have all D class championship points gained up to
that point removed, and will be disqualified from D class for the remainder of the season.
11.5 E CLASS
11.5.1 Any hull length is permitted in this evolutionary design of boat, providing it is not possible to
carry a person.
11.5.2 Engine size is limited to a maximum of 65cc capacity.
11.5.3 Any state of tune, any carburettor and any type of exhaust is permitted.
11.5.4 All other OMRA rules must be met.
11.6 X CLASS
11.6.1 Any hull length, design and material construction is permitted in this experimental design of
boat, providing it is not possible to carry a person.
11.6.2 Any form of motive power, size and capacity may be used such as glow plug engine, spark
ignition petrol engine, electric motor, gas turbine, etc.
11.6.3 New safety considerations relative to experimental boats and propulsion systems shall be
11.6.4 All other OMRA rules must be met.
11.7 Z CLASS STANDARD
11.7.1 The internal combustion engine must be a standard 2.0cc (0.12 cu in)
11.7.2 No gearbox of any sort is permitted.
11.7.3 Drive to be submerged only. Propeller is situated under the hull of the boat and not
protruding past the point where the bottom of the boat meets the transom.
11.7.4 Rudders may be mounted on the transom of the boat.
11.7.5 Tuned pipes may be used.
11.7.6 The use of full carbon fibre hulls is NOT allowed.
11.8 Z CLASS MODIFIED
11.8.1 The internal combustion engine must be 2.0cc (0.12 cu.in), tuned or untuned.
11.8.2 Drive systems can be direct or geared, submerged or surface drive.
11.9 Z CLASS CATAMARAN
11.9.1 The internal combustion engine must be 2.0cc (0.12 cu in), tuned or untuned.
11.9.2 Catamaran hulls only. NO hydros or riggers.
11.9.3 Surface drive only. No gearbox of any sort is permitted.
12. OMRA RACES
12.1 RULES. The Association’s rules will be upheld at all championship events.
12.2 DRIVER ELIGIBILITY. Only current members may operate in OMRA championships or other
approved OMRA events. Members may be called upon to prove their membership is current at any
time. See 12.2.1 below.
12.2.1 Non OMRA members may take part in chase boat events only, insu rance will be required
and boats to comply with OMRA rules. Entrants to liaise with organiser/OOD for race compliant
12.3 SPOTTER/PITMAN. At all race events, except Z Class, all drivers must have a spotter/pitman
during racing to inform them of any obstacles on the course and to assist with boat and equipment
etc. Drivers found to be racing without a designated spotter shall be required to remove their boat
from the water until such time as a spotter can be found, or they shall be disqualified.
12.4 BOAT ELIGIBILITY. A competitor may only enter and run one boat in each class.
12.5 CLASS ELIGIBILITY. Any given boat may not be run in more than one class.
12.6 JUNIOR BOAT SHARE. A boat may be run more than once in the same class only if operated
respectively by a junior and their parent or guardian.
12.7 RACE FORMATS. Three types of racing formats are to be used for championship events,
namely Chaseboat, Endurance and Sprint.( New formats of racing can be trialed at the Cowes
event only ie ‘The Shootout’..it is not to be classed as a Championship points race)
12.8 HEALTH AND SAFETY. During an OMRA event all participants have a personal responsibility
to ensure that Health and Safety issues are observed and that where necessary any concerns are
brought to the attention of the Officer Of The Day.
12.9 CHASE BOAT EVENT
12.9.1 Course to be a minimum of two miles in length.
12.9.2 Boats to be individually timed, the maximum time limit for the run to be set by the Officer Of
The Day based on conditions of the day.
12.9.3 Reruns will only be permitted if the chase boat breaks down or is too slow.
12.9.4 On course restarts are permitted within the time limit unless otherwise directed by the
Officer Of The Day at the beginning of the event.
12.9.5 The run finishes when the model crosses the finish line or the time limit has expired,
whichever comes first. OOD Discretion on the day.
12.9.6 Competitors, spotter and rescue crew will wear life jackets at all times. The chase boat
motor should have a ‘dead man’s handle’ fitted wherever possible and carry a fire extinguisher.
12.10 ENDURANCE RACE EVENT
12.10.1 Course to be approximately 300 to 400 yards around 3 or 4 marker buoys or as
determined by the water available and by the Officer Of The Day. This will be raced in a clockwise
12.10.2 Race duration is to be left up to the race organiser as long as the total race time adds up to
a minimum of 30 minutes or up to a maximum of 60 minutes. Race organisers are encouraged to
divide the total race time into two separate heats per class whenever possible.
12.10.3 A designated area next to the water’s edge to be set up as the pit area at all events. This is
the only area in which a boat’s engine may be started for the purpose of running in a heat.
12.10.4 Races may be started with a full course mill start or where the location allows, a safe dead
12.10.5 A mill start allows competitors to release their boats onto the water and proceed in a
clockwise direction 2 minutes before the start of the race. Boats will then travel the full course
during this time with the aim of approaching the start line at the end of 2 minutes.
12.10.6 A dead engine start requires that all engines be stopped one minute before the start of the
race. Then, at the start signal, engines are started, boats launched and racing begins immediately.
12.10.7 A consistent start format will be used for the races by use of blasts from an air horn. One
blast for start of mill time, two blasts for the start of the race and three blasts for the end of the
race. At any time, more than three blasts indicates danger and racing must stop immediately.
12.10.8 A boat will start to score laps from the first time it crosses the start line, and must complete
each time a full circuit of the course to register laps. Any model jumping the start will have to do
another legal lap before being counted.
12.10.9 Boats that fail to start or have stopped may join or rejoin the race when safe to do so.
12.10.10 There will be rescue available during the course of the race for any boat that has
stopped. The rescue boat has the right of way at all times and all boats must visibly slow down
from racing speed when passing the rescue boat at all times. Failure to do so will incur a penalty.
12.10.11 When the end of the race signal is sounded, the boats will complete the lap they are on
before returning to the pits in a safe manner, cutting the course will incur a penalty.
12.10.12 The overall winner is the person who has the highest laps in combined heats.
12.11 SPRINT RACE EVENT
12.11.1 Sprint course to be laid the same or similar to an endurance race or at the discretion of the
12.11.2 Boats to be timed individually around 5 laps of the course with start and finish being the
12.11.3 Competitors will be given a maximum period of 5 consecutive minutes (subject to
conditions on the day as determined by the OOD/Race Committee) to start and complete the 5 lap
sprint. A maximum of 2 laps will be allowed as warm up laps which will not form part of the allotted
5 minutes and will not be timed.
12.11.4 Two stoppages during the timed 5 minute period will be allowed. Once a boat stops, the
clock will stop and the boat will be recovered. When the boat returns to the water, the clock will
restart immediately. Only full, completed laps will count towards the final time. For instance, if a
boat stops 2.5 laps into it’s time, on return to the water, the additional half lap will count as a ‘time
penalty on re-starting’, and the boat must then travel 3 further full laps to complete the course.
12.11.5 If a competitor decides to bring the boat into the pit during the timed section, the clock will
continue until the engine has stopped or is out of the water. If the engine remains running the clock
shall remain running.
12.11.6 If the set time limit is up and the boat is still on course it may complete the required laps
and be given a time. If however it stops after the expired time limit it will not be allowed to re-start
and be given a DNF (did not finish).
12.11.7 Championship points will be awarded for endurance, sprint and chase boat events.
13. DRIVING INFRACTIONS
13.1 RULES. All rules are mandatory. Disregard of them will be judged to be an infraction and will
result in either a warning, or lap deduction, heat or race penalties or disqualification.
13.2 SAFETY. All competitors are to race with due regard for safety at all times.
13.3 OBSTRUCTION. Deliberate obstruction, zig zagging, or overtaking in such a way that
avoiding action has to be taken will incur a penalty.
13.4 RIGHT OF WAY. The natural race lane is the lane that is nearest the course line and is
considered to approximately 1 metre wide. This lane has the right of way at all times. The right of
way principle also applies at all turns.
13.4.1 Any boat wishing to overtake to occupy the race lane must establish a minimum safe
distance of three boat lengths in front of the boat passed before gaining the right to that lane. Any
boat going wide forfeits its right to the race lane.
13.5 PENALTIES. Infractions of the above rules will attract race penalties as follows:
a) Hitting the rescue boat at any time incurs immediate Class disqualification.
b) Cutting the course on mill start or end of race incurs a 5 lap deduction on laps completed.
c) First offence driving infraction incurs a warning.
d) Second offence incurs a 5 lap deduction.
e) Third offence results in disqualification.
13.5.1 If a driver is disqualified they are to be advised as soon as possible, at which time the driver
must be able to acknowledge the fact and immediately remove their boat from the water.
Disqualification means that the offending driver may take no further part in this class on the day,
and that any lap or time score achieved so far is disregarded.
13.5.2 Disqualification means no points are awarded to the driver in the class concerned.
13.6 MISSED BUOYS. Any buoy missed during the race must be re-circled safely by turning inside
the course, otherwise the lap will not count. However, the Officer Of The Day may advise drivers to
miss buoys during the race on the grounds of safety. There will be no penalty for this.
13.7 RESCUE SAFETY. If in the opinion of either the rescue boat crew or the OOD, a boat is
driven too close to the rescue boat or in a manner that they feel endangers them, then the OOD
may disqualify that driver in that particular class immediately. If the driver continues to drive in
different classes in a similar manner, then that driver will be disqualified for the whole day.
13.7 DEAD BOATS. If a driver’s boat hits a dead boat at full speed without noticeably throttling
back or taking evasive action, a 5 lap penalty may be applied. This does not refer to boats which
have either spun or stopped immediately in front of the boat which collides with it, but applies to
boats which have been dead in the water for a period of time.
14. LAP SCORING AND TIMING
14.1 DIGITAL SCORING. An electronic transponder timing system is to be used at all A to X Class
races, wherever physically and logically possible, with effect from the start of the 2019 season .
14.2 TRANSPONDER INSTALLATION. The Association’s requirement is that all boats shall have
an electronic transponder system installed for recording laps by the digital timing system.
14.2.1 Drivers who race more than one boat, are advised to use one transponder per boat.
Alternatively, one transponder moved between boats is permitted, providing this transfer does not
hinder the day’s proceedings whatsoever.
14.2.2 It is the driver’s membership racing number which is registered to the lap timing system, not
the individual boat. Only one registered driver per transponder. ‘Borrowing’ from another driver is
14.3 TRANSPONDER REGISTER. A master register of transponder owners shall be accessible by
14.4 FUNDING. The transponder(s) will be owned by the driver, and purchased exclusively from
the Association as a means of funding the complete digital timing system. The ownership of the
system is assigned to the Offshore Model Racing Association.
15. CHAMPIONSHIP SCORES
15.1 POINTS. Championship points will be awarded at all championship events, providing the
boats conform to the class specifications. Points are awarded to the various classes as follows: 1st
- 15 points, 2nd - 12 points, 3rd - 10 points, 4th - 8 points, 5th - 6 points, 6th - 5 points, 7th - 4
points, 8th - 3 points, 9th - 2 points, 10th - 1 point and DNS - 0 points.
15.1.1 In the event of a tie for 1st, 2nd or 3rd place in the championship on points, then the most
number of 1st, 2nd or 3rd places during the season are to be taken into consideration. Whenever
this latter situation is also tied, the highest number of laps overall will be taken into consideration.
15.1.2 Count back is where the finishing order is recorded and in the event of tied lap scores. The
boat with the least count back recorded is the winner. Where tied lap scores over two heats occur,
the total count backs for each driver over the two heats are evaluated. The driver with the lowest
total count back score is deemed to win.
15.1.3 Where a dead heat on positions is arrived at, the score for that position shall be duplicated
and the subsequent position omitted. Therefore, for joint second position both drivers will receive
12 points each with the third place, which would normally be 10 points, being void and not scored.
Thereafter proceeding directly to fourth place.
15.2 ROUNDS. The number of championship rounds to count towards the final championship
scores will be set at the Annual General Meeting.
15.3 TROPHIES. The following trophies will be awarded at all A to X Class championship events.
1st position, 2nd position, 3rd position, Fastest time of the day (Sprint) Highest laps of the day, and
Team trophy. (Junior Trophy if applicable)
16. TEAM CHAMPIONSHIPS
16.1 CHAMPIONSHIPS. A Team Championships shall run alongside the Drivers Championships
and shall be measured over the same number of championship rounds.
16.2 MINIMUM TEAM SIZE. A minimum of two members running two separate boats during the
championship year is required to qualify as an OMRA Team(one person running more than one
boat, or two people running the same boat does not constitute a team).
16.2.1 Teams must register their intention to operate as a team prior to the beginning of the
season. This does not preclude new teams from entering part way through the season.
16.3 MAXIMUM TEAM SIZE. There is no upper limit to team size or the number of classes
16.3.1 Members of a team cannot represent more than one team throughout any given season.
16.4 REGISTRATION. Teams are required to register the team drivers at the beginning of each
16.4.1 Drivers attached to a team may not change teams mid season.
16.4.2 Unattached drivers may not join a team for casual events during the season.
16.4.3 Drivers unattached to any team may be recruited to join a team once the season has begun,
but only in the event of permanent absence of a previously registered team member. They are then
required to stay with the team for the remainder of the season.
16.4.4 Drivers who resign from a team during a season shall not be eligible to join another team
until the start of the following season.
16.5 SCORING. A maximum of only the top two scoring boats from each team across any and all
classes are eligible for Team Championship Points, with the same number of points given for
positions as in the Drivers Championship.
16.5.1 Team Managers shall be required to provide the OOD with their team scores at events with
or without the assistance of the digital system.
17. PERPETUAL TROPHIES
17.1 AWARD TITLES. Champion for each class. Champion Of Champions, being best two class
scores. First Lady of OMRA, being highest score in any class by a female driver. Best Junior, being
highest score in any class by a junior member. Engineering, being best engineered boat to be
decided by members at the AGM. Max Coote Trophy, being best Z Class hull designer. Member of
the Year, being the member who has made a significant contribution towards the well-being of the
Association, and shall be decided upon by The Committee.
17.1.1 A perpetual trophy can only be gained by a member who has competed in at least two
championship events during the season.
17.1.2 Keepsake trophies will be awarded along with the Championship perpetual trophy.
17.2 PRESENTATION. All perpetual and keepsake trophies shall be presented at the Annual
17.3 RETURNS. Perpetual trophies are to be returned before or at the Annual General Meeting.
17.4 SPECIAL ACHIEVEMENT. Any member winning a championship class on three consecutive
occasions will be awarded a special trophy to mark the achievement.
18. OFFICER OF THE DAY RESPONSIBILITIES.
18.1 DRIVERS’ BRIEFING. OOD’s shall hold a drivers’ meeting to clarify all rules before the start
of the event, especially if any specific rules apply to the venue. It is a requirement that all drivers
make themselves available to attend these meetings. Any driver failing to attend the meeting shall
not be permitted to race unless exceptional circumstances apply. The Race Committee shall
adjudicate in such matters.
18.2 DISPUTE RESOLUTION. The OMRA Race Committee has the final decision on all race
related matters at events within the scope of the rules. Any final decisions affecting OMRA
interests shall rest with The Committee members present. The OOD is only responsible for
organisational arrangements on the day.
18.3 RULES. The Officer Of The Day will have the OMRA rules available at the event.
18.4 SCRUTINEERING. At all OMRA events it is required that the Officer Of The Day, The
Technical Officer or their nominated representative check that all boats comply with the model
specification, failsafes are functioning, and transponders are installed.
18.5 RESULTS. The Officer Of The Day is to post results at race events, whenever possible, by
digital or other means and transfer race results to the webmaster for inclusion on the OMRA
website as soon as possible.
18.5.1 Drivers or spotters/pitmen shall not approach lap scorers during or between heats to enquire
about race positions. Any driver or spotter/pitman so doing may incur a 5 lap penalty.
18.6 RESCUE SAFETY. Rescue boat crew shall be over the age of 17. All members shall ensure
that life jackets are correctly worn at all times. The wearing of hard hats by the crew of the rescue
boat is recommended but not compulsory. There should be a ‘dead man’s’ handle fitted to the
outboard engine wherever possible. Where practicable, the rescue boat shall be equipped with two
way radio in order to communicate with ODD or deputy on shore and a fire extinguisher.
18.7 ASSISTANCE. Any members taking part in OMRA events can be called upon at any time to
assist the Officer Of The Day with the responsibilities of running the event. It is the responsibility for
the OOD to appoint at least one Deputy OOD to take responsibility for the race meeting in the
event of the OOD’s absence.
19. OMRA EVENTS
19.1 PROPOSED DATES. Event organisers shall submit their proposed dates to the Secretary,
prior to the AGM if possible. Events shall not be accepted for inclusion in the calendar unless an
OOD and Deputy OOD are included. It is the responsibility of the designated OOD to arrange for a
substitute Officer Of The Day should he or she not be able to attend.
19.2 EVENT VENUES. A venue may be used for a championship endurance or chase boat race on
more than one occasion. The committee is open to suggestions for alternative venues.
19.3 RACE LENGTH. Accommodate all competitors at championship events by adjusting the race
duration, within the rules, accordingly.
19.4 CLOSING DATES. The closing date for race event registration shall be set by the organising
OOD and published accordingly. Entries will not be accepted after this date.
19.5 RACE ENTRY. Drivers wishing to enter a race or races shall do so via the Association’s
website or by response to an invitation from the OMRA event system. The Torquay chase boat
event is the exception to this rule to maintain the unique 'relaxed racing atmosphere'.
19.5.1 All fees shall be published for the event, and shall be payable at the time of race entry via
OMRA's event system. Cash payments are not acceptable. The Torquay chase boat event is the
exception to this rule and details will be published.
19.6 CHAMPIONSHIP EVENTS. Organisers must advise the committee if they wish their event to
be used as a championship event.
20. CHILD PROTECTION
20.1 OMRA CHILD PROTECTION POLICY. It shall be the responsibility of all members to ensure
that the requirements of the Policy are met at all times during the Association’s events.
